this was specifically requested by ~riiko001 ; though I know there were a few other people in the past that asked too ^^ ; buuutttt this documents my progress on a typical picture. Yeah, it goes through a ton of changes.. I depend so much on effects. this is why I fail at traditional art lol.
(PS, I did a few more touch ups than what is shown here, but they're verryy minor XP)

Time: 7-8 hours
Number of layers: 50-60
Programs used: medium intuos 4 tablet, SAI for the lineart (PS does it fine as well, but SAI has sharper lines) and PS CS5 for the colors (but I use brushes/effects that are in the basic PS CS, don't dismay :'D)
Effects used: overlay, soft light, screen
Misc:
-four shading and three highlight layers for main characters
-two layers of shading and one highlight for the background
-lots and lots of gradients!

as for how I shade, this tutorial is pretty similar to my technique (except I use a combo of all three basic brushes in photoshop XD)

I usually close comments on things like this, but I'll keep them open for if ya'll have any specific questions.. 8) I'm def not the best artist around, but i'll try to help out best i can.
